Special Education Standard Operating Policies & Procedures
The Dunkirk City School District’s Special Education Standard Operating Policies and Procedures (SOPP) provide a consistent districtwide framework for delivering high-quality, legally compliant services to students with disabilities. The SOPP guides key special education processes, including evaluation, eligibility, IEP development, placement, services, and ongoing review.
Grounded in IDEA, New York State Education Law, NYSED Part 200/201, and FERPA, the procedures emphasize parent participation, data-based decision-making, consistent practices, and individualized student support.
The SOPP was adopted by the Board of Education on September 8, 2026, and is reviewed annually. The complete SOPP can be found here for families, staff, and community members to review.
